PDMA project

PDMA is a project for the disclosure, monitoring, analysis and forecasting of the Ukrainian insurance market. It gives a quick view of the key indicators of individual insurers and of the market as a whole.

What PDMA is

Insurers take part in the project voluntarily. PDMA visualises data from the exchange participants, data from the project’s partners and information from open sources, as well as market forecasts. The database is continuously extended: new indicators are added, breakdowns go deeper and updates become faster.

Public part

Interactive reports and reviews on the NAIU website: insurance market indicators, OMTPL, war risks and insurers’ appetites by sector of the economy.

For exchange participants

NAIU prepares separate presentations and tabular datasets that insurers use in their own operations.

Forecasting

Based on aggregated historical data, NAIU builds forecasts for the market and for its individual segments.

How to join

Participation is open only to insurers registered in Ukraine.

War risks — free of charge

Insurers that are not members of NAIU may join the exchange of information on war risk insurance free of charge, under a public agreement.

Public agreement

To join, an insurer only needs to contact NAIU — we will provide instructions on entering the project and on further participation in it. The project operates under the Regulation approved by NAIU.

Update frequency

The frequency depends on the exchange participants and on the publication dates of the project partners’ data. Part of the PDMA indicators is updated monthly, the rest on a quarterly basis.

Information exchange and competition law

PDMA is a project of statistical compilation and analysis of market data. Within the project there is no exchange — and no exchange is permitted — of information that could be qualified as anti-competitive concerted actions within the meaning of Articles 5 and 6 of the Law of Ukraine “On Protection of Economic Competition” of 11 January 2001 No. 2210-III.

Not subject to the exchange

insurance tariffs, rates, discounts and intermediaries’ commission — any element of the price of an insurance service;

individual terms of specific insurance and reinsurance contracts, and the terms of work with particular clients or intermediaries;

participants’ intentions as to their future pricing or commercial conduct — plans to change tariffs or to enter or leave the market;

any arrangements on sharing the market, clients, territories or distribution channels.

Safeguards built into the exchange

Retrospective data. Only completed reporting periods are processed. Forecasts are prepared by NAIU from aggregated historical data and its own assumptions; they are not a recommendation to participants as to their future conduct.

Aggregation. Public materials contain market aggregates. Company-level data is used to the extent it has already been disclosed in regulatory reporting or the participant has agreed to its disclosure.

Open participation. Participation is voluntary and open to any insurer on non-discriminatory terms.

Public results. The main results are published on the NAIU website and available to an unlimited range of persons — policyholders, the regulator and researchers.

Autonomy of the participant. Participation in PDMA creates no obligations as to pricing, underwriting or distribution policy: each insurer determines it independently.

Benchmarks: the Standard Requirements for concerted actions of undertakings for a general exemption from the prior authorisation of the bodies of the Antimonopoly Committee of Ukraine, approved by AMCU Order No. 27-r of 12 February 2002 (registered with the Ministry of Justice on 7 March 2002 under No. 239/6527); EU practice — since Commission Regulation (EU) No 267/2010 expired on 31 March 2017, joint compilations, tables and studies in insurance are assessed under Article 101(3) TFEU and Chapter 6 “Exchange of information” of the European Commission’s Horizontal Guidelines 2023/C 259/01.

Responsibility

Responsibility for the reliability and completeness of the information, and for compliance with the confidentiality regime in respect of information received from PDMA participants, lies with the participants of the information exchange. Transferring company-level information to persons that are not participants of the PDMA project is prohibited.
