The purpose of NAIU

The goal of NAIU activity is the development, approval and implementation of a high level of rules and standards of activity in the market of insurance services.

The task of NAIU

  • Participation in the development and improvement of legislation in the field of insurance
  • Organization and conduct of independent expertise of legislation and legislative drafts
  • Protection and representation of the common lawful interests of association members
  • Implementation of projects aimed at the formation and development of the insurance services market
  • Promotion of the creation of an attractive investment environment in the Ukrainian insurance market
  • Informational, advisory, methodological, and organizational support for association members
  • Synthesis and dissemination of advanced international experience in the field of insurance
  • Interaction with other professional associations in the financial market to establish a civilized and highly professional financial services market in Ukraine

Plan of activity of NAIU for 2026

  1. Improvement of the taxation of insurance activities.
  2. Implementation of the Law of Ukraine “On Insurance” and the regulatory acts adopted for its execution.
  3. Lobbying for amendments to the Law of Ukraine “On Insurance” and the Tax Code of Ukraine regarding the concept of operations for insurance intermediaries.
  4. Improvement (simplification) of financial monitoring procedures.
  5. Participation in insurers’ compliance with training requirements for insurance intermediaries. Cooperation with banks, marketplaces, and brokers regarding their implementation of requirements for insurance intermediaries.
  6. Refining the Law of Ukraine “On Insurance” and the Law of Ukraine “On Compulsory Third-Party Liability Motor Insurance” within the framework of the negotiation process between Ukraine and the EU, taking into account the MTPL (Motor Third-Party Liability), IDD (Insurance Distribution Directive), and Solvency II European Directives.

7. Cooperation with the National Bank of Ukraine (NBU), including matters concerning the regulatory framework for insurers’ activities.

8. Cooperation with the Committees of the Verkhovna Rada regarding the regulatory framework for insurers’ activities.

9. Cooperation with the Motor (Transport) Insurance Bureau of Ukraine (MTIBU), including the improvement and implementation of the regulatory framework for compulsory insurance.

10. Improving Ukraine’s regulatory framework to foster the development of the insurance market, based on the principles outlined in the NBU’s “White Paper”.

11. Enhancing the “PRIMA” information exchange project among insurers.
